gnu: pulseaudio: Remove obsolete input.

* gnu/packages/pulseaudio.scm (pulseaudio)[native-inputs]: Remove INTLTOOL.
Add GETTEXT-MINIMAL, PERL, and PERL-XML-PARSER.
