gnu: perl-tk: Fix build with gcc-14.

* gnu/packages/tcl.scm (perl-tk)[inputs]: Remove labels.
[arguments]: Use G-Expressions.  Add CC to #:make-maker-flags to relax
gcc-14's strictness.
