gnu: icu4c: Revert to 71.

It seems that there's some incompatibility, many packages, such as guix, are
failing after the update to 76.1.

* gnu/packages/icu4c.scm (icu4c): Rename to...
(icu4c-76): ...this.
(icu4c): Set to icu4c-71.
