syscalls: Remove wrong syscall ID for ‘kexec_load_file’ on i686.

* guix/build/syscalls.scm (kexec-load-file): Remove syscall ID for i686.
* tests/syscalls.scm ("kexec-load-file"): Accept ENOSYS in addition to
EPERM.
